Gentrification takes place when middle-class or affluent people restore urban communities and move in—often raising costs until the original residents can no longer stay. Perkins notes that much has been said about the phenomenon. The moral question remains: improvement that displaces the poor is not the same as loving the city for everyone who lives there.
